What Shahrur Says
Shahrur defines the Mother of the Book as the set of decisive verses, and describes the decisive verses as the set of rulings that contain rules of human conduct and distinguish between what is lawful and what is forbidden.
He also describes the “Book of the Message” as comprising rules for conscious human conduct, distinguishing between the lawful and the forbidden, and between command and prohibition.
