Shura, for Shahrur, is the Qur’anic term for democracy: a collective exercise of freedom within a constitutional framework. He links it to the acceptance of pluralism, as well as to cognitive, customary, aesthetic, and ethical authority, and to obedience to the law rather than to persons.
